The Ethiopian Health and Nutrition Research Institute (EHNRI) has been blamed for improper use of the budget allocated to the organization, it was learnt.
“A budget allocated for specific expenditure item is easily switched to another not in the budget list, which shows that there is a mismanagement of budget at the organization,” a report recently released by the Federal Ethics and Anti-Corruption Commission (FEACC) said.
“In the process, a significant amount of budget is being switched to expenditures not included in the list the budget was originally allocated to,” the report said. “This also allows the organization to spend its budget on expenditures not featuring in its original plan for the budget year.”
The improper use of budget observed at the institute was compounded by the absence of adequate manpower at the institute’s finance department, weakening its budget auditing capability, the report indicated.
Though the commission sent a report to the institute urging it to rectify its shortcomings with regard to the improper use of budget, the organization has failed to comply with its recommendations, according to the report.
“Aside from the flaws observed pertinent to the improper use of budget, the procedure that the institute currently has in place for the procurement of goods is exposed to corruption,” the report stressed.
The commission had sent another report to the institute with which the latter is expected to reform its working procedures dealing on the basis of budget expenditure and procurement.
